If you have been living or running your shop in a property for 20 years or more by December 31, 2024, and you are a tenant, leaseholder, or paying license fees, this scheme can give you legal ownership by paying a lower amount than usual collector rates. If someone does not join the scheme, they will be charged rent at market rates. The scheme also offers up to 50% discount on collector rates for ownership rights.
About 25,000 people will benefit from this scheme, and the government expects to generate revenue of around 1000 crore rupees. The Urban Local Bodies department already has data of 16,000 eligible citizens. This number is expected to increase.

Launch of Application Portal for Mukhyamantri Shehri Nikay Swamitva Yojana
An official online portal has been started by Haryana Chief Minister Manohar Lal Khattar for applying to this scheme. You can apply on the portal from July 1, 2024. When applying, you need to provide a self-certified letter showing how long you have occupied the property. Other documents needed include electricity bill, water bill, sub-lease agreements, rent receipts, tax returns, fire NOC, and more.
The portal will open every Monday to accept 1000 applications each time and then close. This process will continue for 3 to 4 months to gather all applications.
All applications received will be verified by officials within one month. If there are any claims or disputes, they will be resolved within one month by authorized officers. You can also check your application status on the dashboard anytime.

Extra Charges for Additional Floors
If you have built extra floors or area beyond the allotted space, you need to pay an additional fee of ₹1000. If you are not an allottee or sub-allottee but fulfill all policy conditions, you must pay a one-time regular fee of ₹30,000.
The local authority will notify eligible applicants within 15 days. You must pay 25% of the fee within 15 days at the respective municipality, and the remaining 75% within 3 months. If the building belongs to one allottee only, payment will be based on the base rate.
For a two-storey building, 60% of the base rate applies to the ground floor and 40% to the first floor. For a three-storey building, 50% for ground floor, 30% for first floor, and 20% for second floor apply. The upper floor owners will get roof rights but cannot build extra structures on the roof. The government is also planning to offer ownership rights for basements.
