Uttar Pradesh Green Hydrogen Policy 2025: Supporting Clean Energy Growth
Uttar Pradesh has introduced the Green Hydrogen Policy 2025 to support clean energy development and help India reach its climate goals. With the growing global demand for green hydrogen, this policy shares Uttar Pradesh’s plans to build a strong green hydrogen and ammonia industry.
The goal is to reduce the state’s carbon footprint while offering good benefits to attract investors.
Vision and Goals of UP Green Hydrogen Policy 2025
This policy follows the ideas of the National Green Hydrogen Mission 2023 with main goals to:
- Support Market Growth: Provide financial and other incentives to boost green hydrogen and ammonia production.
- Encourage Innovation: Help develop new technology to make green hydrogen cheaper.
- Build Infrastructure: Create pipelines, renewable energy plants, and industrial centres for green hydrogen use.
- Create Jobs: Offer training and open employment chances in green hydrogen industries.
Main Targets by 2029
- Production Goal: Produce 1 million metric tonnes of green hydrogen or green ammonia each year.
- Research Centres: Set up two Centers of Excellence to encourage research and innovation.
- Industrial Focus: Promote hydrogen use in fertilizer and refinery sectors, with plans to expand to steel, gas distribution, and others.
Building the Green Hydrogen and Ammonia Network
- Create industrial clusters and green hydrogen hubs near where hydrogen is used.
- Promote Carbon Dioxide Recovery (CDR) plants to reduce emissions.
- Support technologies for storing, transporting hydrogen, and making electrolyzers.
Financial and Operational Benefits
The government offers many benefits:
- Capital Subsidy: 10% to 30% of investment covered, up to ₹150 crore yearly, with higher rates for the first five projects and large-scale ones.
- SGST Reimbursement: Get up to full refund of state GST for 16 years depending on the project type.
- Startup Support: Up to ₹25 lakh yearly for five years for startups in green hydrogen production.
Land and Water Support
- Subsidized Land: Government land is available for investors at ₹15,000 per acre per year.
- Water Supply: Water from nearby sources will be allocated by the Irrigation and Water Resources Department; developers will pay for setting up water infrastructure.
Jobs and Skills Development
The policy plans to create about 1,20,000 jobs through new projects and train people for the green hydrogen sector.
Operational Incentives for Green Hydrogen Plants
- Wheeling and Transmission: No charges for transmission within the state for renewable energy.
- Electricity Duty Exemption: Exempted for 10 years for renewable energy used in producing green hydrogen.
- Power Usage: 100% power produced can be used internally with priority for transmission support.
Research and Development Focus
- Make electrolyzers in India.
- Develop innovations in hydrogen storage and transport.
- Create advanced storage tanks and fuel cells.
Governance and Policy Management
Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) manages policy execution, supported by committees at different government levels to keep progress on track.
Employment Boost
With these steps, around 1,20,000 direct and indirect jobs are expected, which will greatly help the local economy.
