National Apprenticeship Promotion Scheme 2024
By realizing the need for apprenticeship training the Government of India has launched a National Apprenticeship Promotion Scheme in order to boost apprenticeship training. Under this scheme, the government is going to share the cost of training with the establishments under apprenticeship programs so apprenticeship training can be boosted. The cost of basic training with basic training providers will be shared by the government. This basic training cost will be limited to Rs 7500 for a period of 500 hours/3 months. Under the scheme, 25% of the prescribed stipend up to a maximum limit of 1500 per month per apprentice will be shared by the government with the employers.

National Apprenticeship Promotion Scheme: Types Of Apprenticeship Training
- Basic training: Basic training is a kind of training that is provided to those persons who have not taken any kind of training before taking up on-the-job training. Under the National apprenticeship promotion scheme, the cost of basic training up to Rs 7500 is shared by the government so that training can be promoted.
- On-the-job training: On-the-job training or practical training is a kind of training that is provided in establishments. It is generally provided by the establishment itself. Under on-the-job training, practical exposure is given to the applicant so that he or she can perform their task perfectly. The training cost under the on-the-job training is also shared by the government up to a certain limit so that training can be promoted.
Apprentice Act, 1961
Under the apprentice’s act, it is mandatory for employers to provide apprenticeship training in designated and optional trades. The apprentice’s Act 1961 was amended in December 2014. This act has now made it more attractive. One of the major amendments in this act is to update the outdated system of trade-wise and unit wise regulations. Under this act, the band of 2.5% is increased to 10% of the total workforce. Optional trades are also introduced. Under the amendment, stringent clauses like imprisonment and allowing industries to outsource basic training have been removed.

Implementing Agencies Of National Apprenticeship Promotion Scheme
For Central public sector undertakings and establishments operating their business in at least 4 or more state regional directorates of apprenticeship training under the control of the directorate general of training will be implementing agency under the scheme. For the state public sector and a private establishment, the state apprenticeship advisors will be implementing agencies under the National Apprenticeship Promotion Scheme. the successful implementation of the national apprenticeship promotion scheme, the state government will play an active role by promoting apprenticeship training. The state government will set up a state apprenticeship council which will further set up apprenticeship cells in each state. This cell will be responsible for monitoring the implementation of the scheme.

- Designated trade: The designated trades are all those trades or occupations that are notified by the government. Presently there are 259 designated trades that are available for apprenticeship training. The list of all these is available on the apprenticeship portal
- Optional trade: Optional trade is all those trades or occupations that are determined by the employer. These fields may be in engineering or nonengineering or technology or any vocational course field.

Monitoring Of National Apprenticeship Promotion Scheme
In order to ensure the successful implementation of the National Apprenticeship Promotion Scheme monitoring is required. Around 5% to 10% of the beneficiary establishment under the National apprenticeship promotion scheme will be monitored by actual physical verification every year. These beneficiary establishments will be selected with the help of computerized random bases.
Processing Of Claims Under National Apprenticeship Promotion Scheme
Stipend Payment To Employers
Through the Aadhaar link bank account of apprentices, the full rate of the prescribed stipend will be paid. For this purpose, the employers are required to seek bank account details of all the apprentices and pay the amount. After that, the establishments are required to upload the proof of payment with the attendance particulars and the Government of India will reimburse the government’s share on a quarterly basis by RDAT or SAA. The concerned RDAT/states are required to verify the information that has been uploaded by the establishment and after verification reimburses the payment of the government’s share to the establishment’s bank account within 10 days from the receipt of claims.
Basic Training Cost To Basic Training Providers
The basic training cost to the basic training providers will be made by RDAT/States through their bank accounts after the successful completion of basic training. Rs 5000 will be provided per apprentice and after the completion of basic training and after the completion of apprenticeship training remaining Rs 2500 will be provided to the basic training provider.
Objective Of National Apprenticeship Promotion Scheme
The main objective of the National Apprenticeship Promotion Scheme is to promote apprenticeship training throughout the country by providing various benefits to employers. Presently the engagement of apprentices is 2.3 lakh. The government wants to increase this engagement from 2.3 lakh to 50 lakh. Through the National apprenticeship promotion scheme, the government will share the apprenticeship cost with the employer so that the financial burden would not fall on the employer alone. This sharing is going to promote apprenticeship. For Employers
- It is mandatory for the employer to have a TIN/TAN number
