On Gandhi Jayanti in 2024, CM Pramod Sawant introduced the Mukhyamantri Annapurna Yojana. He said that there are about 4000 registered women’s self-help groups in Goa. They are all qualified to launch their own food service operations to provide wholesome meals to Goa’s government and semi-government departments. On the occasion of the Swayampurna Goa Mission’s three-year anniversary, the CM announced the Annapurna Scheme Goa. To begin their Food Canteen under the Goa Mukhyamantri Annapurna Yojana, Self Help Groups (SHGs) must submit an application to the rural development department. SHGs who want to begin offering catering services must pay Rs. 20 per square metre in urban areas and Rs. 10 per sq. m. in rural areas.

- This programme is only open to Goan residents who are permanent residents.
- The National Rural Livelihood Mission (NRLM) or the National Urban Livelihood Mission (NULM) must have their SHGs registered.
- Women who participate in Self Help Groups (SHGs) are eligible.
- Under the Annapurna Yojana, Self Help Groups are only permitted to operate one Food Canteen in any department.
