Delhi Motor Vehicle Aggregator Yojana 2025

Chief Minister Arvind Kejriwal announced the start of the Motor Vehicle Aggregator Yojana 2025 on 10 May. The scheme has been sent for approval by the Lieutenant Governor. After that, the Transport Department will finalize the scheme after getting feedback from Delhi residents. Through this Yojana, Delhi will get its first-ever bike taxi service. Under this, two-wheelers will be used as taxis, allowing passengers to travel easily from one place to another and enjoy public transport facilities. The Delhi Motor Vehicle Aggregator Scheme will work electronically to manage motor vehicle fleets, connecting public transport and e-commerce activities.

18th Oct Update: Chief Minister Arvind Kejriwal has approved the Motor Vehicle Aggregator and Delivery Service Provider Scheme.

On 17 October 2024, CM Arvind Kejriwal approved the Delhi Motor Vehicle Aggregator and Delivery Service Provider Scheme 2024. This scheme will provide a platform for aggregators and delivery service providers in Delhi for passenger transport services, along with regulations and licenses. The approved file has been sent to the LG office.

CM Kejriwal said this scheme will be a strong tool against Delhi’s air pollution. Step by step, aggregators, delivery service providers, and e-commerce companies must shift their commercial fleets to electric vehicles. Delhi is the first state in India to require this switch to electric vehicles. Transport Minister Kailash Gahlot said this is an important step towards clean and smooth transport in Delhi. By 2030, all aggregators’ fleets in Delhi will be fully electric.

Connecting Bike Taxi Service with Delhi Police

When approving the Delhi Motor Vehicle Aggregator Yojana 2025, CM Kejriwal stressed that passenger safety during travel and the quality of service from cab aggregators are important goals. The scheme also aims to increase the use of electric vehicles. To handle emergencies, all aggregators under the Delhi Electric Bike Taxi Service must install panic buttons linked to the Delhi Police control room (dial 112). This makes sure help can arrive quickly if needed. A system will be created for quick handling of passenger complaints and to check vehicle fitness, pollution control, and permit validity. A Historic Move With Delhi Electric Bike Taxi Service

The Delhi government says this scheme marks a historic step where the state starts switching commercial vehicles to electric ones. Old vehicles will be gradually replaced by new electric vehicles through the Delhi Electric Bike Taxi Service. To make sure no one loses their livelihood, the government will implement the scheme over 4 years based on the share of new vehicles added in the plan.

Plan to Switch All Vehicles to Electric by April 2030

The government has set targets for taxi service providers to replace their fleets with electric vehicles under this scheme. Companies need to increase the number of electric vehicles in their fleets each year. This applies not only to passenger vehicles but also to commercial delivery companies. To support this, license fees will be reduced for companies who switch to electric vehicles.

According to the Delhi Motor Vehicle Aggregator Yojana 2025, the process of switching to electric fleets will start after the scheme notification. Within 6 months of the notification, companies registering new vehicles should have at least 10% electric two-wheelers, 10% electric three-wheelers, and 5% electric four-wheelers. This target will increase each year so that after 5 years, all newly registered vehicles will be fully electric. By 1 April 2030, all vehicle fleets must be fully electric.

This plan helps regulate bike taxi and rental bike services in Delhi by bringing them under a legal framework. Earlier, bike taxis were not allowed by the Delhi government, but with this scheme in place, such services can start legally. Along with this, Delhi residents will get new job options. This scheme will allow rental of only electric two-wheelers, following the Delhi Electric Vehicle Policy 2024.

Benefits and Discounts for Electric Vehicles

Transport Minister Kailash Gahlot explained that this scheme uses a pollution payment system. That means vehicle owners using traditional petrol or diesel vehicles will have to pay higher license fees than those using electric vehicles. For electric taxis, license fees may be zero. For CNG taxis, the fee may be about Rs. 650. All fees and fines collected through the scheme will be put into the State Electric Vehicle Fund, which will support activities encouraging electric vehicles.
