The Odisha government has recently announced a significant expansion of its social security program, the ‘Madhu Babu Pension Yojana,’ aimed at providing financial assistance to the elderly, widows, and other vulnerable groups. Chief Minister Naveen Patnaik approved the inclusion of an additional 4.13 lakh beneficiaries under the scheme, bringing the total number of beneficiaries to 32.75 lakh, up from the previous 28.61 lakh.
This decision was made in response to feedback gathered during the Chief Minister’s Office (CMO) outreach initiative, highlighting the need for broader coverage of social security benefits. The newly added beneficiaries will receive their first pension payment on August 15, during a ceremony attended by elected officials.
The scheme’s expanded scope now provides crucial financial support to a diverse range of beneficiaries, including elderly individuals, widows, people with disabilities, single mothers, individuals living with HIV/AIDS, transgender individuals, and families affected by COVID-19. Depending on their category, beneficiaries receive monthly payments of Rs. 500, Rs. 700, or Rs. 900. Odisha Government Approves Stipends for Transgender People Under Madhu Babu Pension Yojana
Chief Minister Naveen Patnaik has approved a proposal to provide stipends to transgender individuals in Odisha under the Madhu Babu Pension Yojana. The announcement was made by Ashok Chandra Panda, Minister for Social Security & Empowerment of Persons with Disabilities (SSEPD), on Friday. The stipends will range from Rs. 500 to Rs. 900, depending on the recipient’s age. This initiative is expected to benefit approximately 6,000 transgender people across the state.
To avail of this benefit, transgender individuals are required to submit an online application through the official website of the SSEPD Ministry at https://ssepd.gov.in/. Additionally, an advance monthly stipend of Rs 1,000 will be provided to around 48 lakh participants of the Madhu Babu Pension Yojana for a period of four months, further supporting the vulnerable communities in Odisha.

Link Aadhaar with Madhu Babu Pension Yojana

Who Can Apply for Madhu Babu Pension Yojana?
To qualify for the Madhu Babu Pension Yojana, an applicant must meet the following conditions:
- Age and Health Criteria:
- Must be 60 years or older (OAP).
- Widows of any age are eligible (WP).
- Leprosy patients with visible signs of deformity are eligible, regardless of age (CLP).
- Persons aged 5 years or above who are unable to perform normal work due to deformity, total blindness, orthopedic handicaps, mental retardation, or cerebral palsy are eligible (DP).
- Widows of AIDS patients are eligible, regardless of age and income (WP-AIDS).
- AIDS patients identified by the Orissa State AIDS Control Society can apply, regardless of income (DP-AIDS).
- Income Criteria:
- The applicant’s family income from all sources must not exceed Rs. 12,000 per annum. This must be certified by the concerned Tahasildar.
- Residency:
- The applicant must be a permanent resident or domicile of Odisha.
- Legal Criteria:
- The applicant must not have been convicted of any criminal offense involving moral turpitude.
- Pension Exclusivity:
- The applicant should not be receiving any other pension from the Union Government, State Government, or any organization funded by either Government.

Disbursement of Pension
The beneficiary will get the pension amount on 15th of every month in cash. Disbursement of pension will be made by the BDO or any officer subordinate to BDO (in a rural area) in Gram Panchayat office and by DSSO or any officer subordinate to DSSO at the municipal office in the urban area.
