The Chief Minister of Nagaland, Neiphiu Rio, has launched the Chief Minister’s Universal Life Insurance Scheme (CMULIS) on August 15, 2024, during the Independence Day celebrations. This scheme is a significant initiative aimed at providing financial security to families across Nagaland by offering free life and accidental insurance coverage.

The enrollment drive for CMLIS begins on August 15, 2024, and will run until September 15, 2024. All eligible families are encouraged to verify their details on the CMLIS portal cmlis.nagaland.gov.in by September 5, 2024.
Those not covered under the Chief Minister’s Health Insurance Scheme (CMHIS) can register through the Nagaland State Rural Livelihoods Mission (NSRLM) in rural areas or through the Deputy Commissioner (DC), Additional Deputy Commissioner (ADC), Sub-Divisional Officer (SDO), or Extra Assistant Commissioner (EAC) offices in urban areas.

Key Features of CMLIS – Chief Minister’s Universal Life Insurance Scheme
- Life Insurance Coverage:
- Rs 2 lakh for the family in case the primary breadwinner passes away.
- Accidental Insurance Coverage:
- Rs 2 lakh each for the primary breadwinner and up to three family members in the event of accidental death or disability.
Eligibility Criteria
- Who Can Apply?
- All households and families in Nagaland who are indigenous inhabitants or permanent residents.
- Government servants of the state, including work-charged and casual employees.
- Accredited journalists working in Nagaland.
Age Limit for Enrollment
- General Category Households: Individuals aged 18-50 years.
- Government Servants: Individuals aged 18-60 years.
Note: The head of the family, as per the CMHIS card, is the default breadwinner. However, families not covered under CMHIS have the option to designate a different breadwinner.
How to Verify or Register Online @ cmlis.nagaland.gov.in?
For CMHIS Beneficiaries and Government Servants:
Visit the official CMLIS portal at https://cmlis.nagaland.gov.in and log in to the CMLIS portal using your CMHIS registered mobile number. The homepage of the CMLIS Nagaland Portal looks like this, click on Login / Register button as per your choice.
If you are an existing CMHIS user, then you can directly login with your registered mobile number and password or OTP.
New users can register for the Universal Life Insurance Scheme either using their CMHIS ID or PMJAY ID or mobile number.
After registration, login into the portal using this login link: https://cmlis.nagaland.gov.in/login and follow the below process for registration / verification under CM Universal Life Insurance Scheme.
Process to Verify family members covered under Chief Ministers Universal Life Insurance Scheme
- Enter your CMHIS/PMJAY ID
- For CMHIS Beneficiaries the registered mobile of the Head of Household will be shown.
- Verify the mobile number and request for OTP
- Enter the OTP
- The name and other details of family members and the accidental insurance and life insurance coverage will be displayed
- Verify the details and if the family is agreeing with default data, press submit to confirm.
- The families may modify the designated breadwinner, designated members for insurance coverage and nominee details for claim processing before final submission.

For Other Beneficiaries:
- Rural Areas:
- Contact your NSRLM representative for enrollment at the village level. No physical application is required.
- Urban Areas:
- Obtain a physical application form from the DC/ADC/SDO/EAS offices, or download it from the following link, get it signed, and apply online or with the assistance of the administration.

Special Provisions for Government Servants
- Automatically designated as the head of the family and breadwinner.
- Extended age limit of 60 years for life insurance coverage.
- In families with more than one government servant, all members can be designated as breadwinners.
