Overview of MSME SAMADHAAN Portal
MSME SAMADHAAN is an online system created by the Ministry of MSME that lets suppliers, especially micro and small businesses, file complaints against buyers who delay payments for goods or services. These complaints are sent to the Micro and Small Enterprise Facilitation Council (MSEFC) of the respective state or union territory.
If your complaint is valid, MSEFC will review it and take action based on the rules. This can include penalties and recovering interest from central and state government bodies, public sector units, and ministries.

Purpose of MSME SAMADHAAN Portal
The goal is to keep track of delayed payments to MSMEs by government departments and public sector companies. This portal helps small entrepreneurs report and solve payment delays involving Central and State Governments, Central Public Sector Enterprises (CPSEs), and ministries.
Role of State Governments
According to the Micro, Small, and Medium Enterprise Development (MSMED) Act, 2006, states must set up a Micro and Small Enterprise Facilitation Council (MSEFC) to handle cases of delayed payments. This council works under the rules of the MSMED Act to help resolve complaints from MSME owners.
Main Features of MSME SAMADHAAN
- Simple online application for delayed payment complaints by MSMEs and business owners.
- Requires a valid Udyog Aadhaar or Udyam Registration verified by Aadhaar card.
- Allows you to track the status of your complaints online anytime.
- Shares data openly on pending payments between MSMEs and government or public sector buyers.

Rules for MSME Payments
Buyers must pay for goods or services within agreed terms. If no due date is set, payment should be made within 15 days of accepting goods or services. Payments cannot take longer than 45 days from acceptance under any conditions.
