It offers free or affordable internet access to all, especially focusing on those who don’t have easy broadband access, including poor families and rural areas. Kerala is the first state in India to treat internet access as a basic right, and KFON is helping to make this happen by closing the digital gap.

Why Kerala KFON Scheme Was Started
The government noticed that private telecom companies don’t invest enough in rural broadband because it’s not profitable. Existing networks are weak and can’t cover many government buildings and homes with good internet. Kerala’s existing State Wide Area Network connects only about 3,800 government buildings. To fix this, Kerala started KFON in 2017 to build a better, secure, and wider optical fibre network for everyone.
Who Benefits From KFON?
At first, KFON planned to connect 14,000 BPL (Below Poverty Line) families and 30,000 government offices. Now, more than 17,000 government buildings and over 2,000 homes have internet service, and work to connect thousands more is ongoing. KFON provides internet speeds from 10 Mbps up to 10 Gbps. It also improves mobile call quality and supports future 4G and 5G coverage growth in Kerala.
Partners Behind KFON
- The Kerala State Electricity Board and Kerala State IIT Infrastructure Limited are main partners.
- Project implementation is done by Bharat Electronics Limited (BEL), supported by Price Waterhouse Coopers as consultants.
- KERALA Infrastructure Investment Fund Board funded the project.
- BEL will operate and maintain the network for seven years after completion.
