Chief Minister Arvind Kejriwal started the One Time Settlement Plan on 13 June 2024 to correct wrong water bills. Under this plan, if your water bill has mistakes or wrong meter readings, these will be fixed. The scheme began on 1 August 2024 and will run for 3 months. About 11.7 lakh Delhi consumers will benefit from this plan, including those using up to 20,000 litres of free water. After bill corrections, nearly 7 lakh consumers will have their bills reduced to zero. You won’t need to visit any board office for this. Help for 11.7 Lakh Consumers Under One Time Settlement Plan
CM Kejriwal explained that many water bills were wrong because meter readings could not be taken during the COVID-19 pandemic. Meter readers entered incorrect readings for many consumers, leading to wrong bills. Delhi has about 27 lakh domestic water consumers, and 11.7 lakh of them have unpaid bills for various reasons. Many people worried about these bills and had to visit their MLA or water board offices often.
There is a total pending water bill amount of ₹5637 crore. Because of wrong bills, the amounts kept going up. To fix this, the government introduced the One Time Settlement Plan. If consumers pay their bills according to the new corrected bills within 3 months, they can benefit from the plan. After 3 months, bills will be calculated using old errors and consumers will have to pay those amounts.

The Delhi Pani Bill Mafi Yojana divides pending bills into two groups:
- First Category
If there are two or more correct meter readings for a consumer recorded by meter readers who visited the home and the consumer agrees with those readings, then the average of those readings will be used. If a consumer has two meter readings, the average of both will be used. For more than two readings, the middle reading’s average is taken. If the next reading is more than double, it is treated as an error. The unpaid months will be billed using this average to create a corrected bill.
- Second Category
If there is no real average meter reading, bills of nearby consumers with similar house size and locality will be averaged. That average will then be used to generate your water bill.
Increasing Water Production to 1300 MGD
CM Kejriwal shared that when this government came into power, Delhi produced 850 MGD of water. They increased it to 1000 MGD and plan to raise it to 1300 MGD. To do this, many projects are underway focusing on natural water recharge to solve water shortages. Tubewells are being installed around the Yamuna flat plain area. Cleaned water from 35 plants will be stored in artificial lakes to raise the groundwater level. When water levels rise enough, tubewells will extract water and clean it with Reverse Osmosis (RO) to supply fresh water, reducing reliance on many small tubewells. This will help Delhi avoid water shortages in about 1.5 years.

- You must be a permanent resident of Delhi.
- You must pay your water bills according to the new corrected bills during the 3-month scheme period.
