Odisha Mamata Yojana 2024

The Government of Odisha has launched Odisha Mamata Yojana for pregnant and lactating mothers of the state. Through this scheme, the government is going to provide monetary incentives so that they can improve their nutrition and promote health-seeking behavior. The financial incentives that will be offered under Odisha Mamata Yojana will be Rs 5000. This amount will be given in two installments of Rs 3000 and Rs 2000 which will be subject to fulfillment of certain conditions. The payment to the beneficiaries will be made through e-transfer by the child development project officer concerned into the beneficiary’s account. All the beneficiaries who are interested to get the benefit of this scheme can apply by registering themselves at the AWC. The nodal agency for the implementation of this scheme will be the department of women and child development, the Government of Odisha.

14th Feb Update:- CM Naveen Doubled Financial Assistance Amount Under Mamta Yojana

The Mamata Scheme’s monetary benefits would be doubled, as announced by Chief Minister Naveen Patnaik. Pregnant women are currently receiving Rs 5,000 in two installments under the Mamata Yojana. Pregnant mothers would receive Rs 10,000 in support, per the Chief Minister’s recent announcement. Beginning in August 2024, all qualifying beneficiaries will receive this increased sum. Between February 20 and 25, the beneficiaries will have access to the outstanding sum. For two children, this aid is available to all pregnant mothers above the age of 19.

Maternity allowance will be granted to women belonging to 13 Scheduled Tribes for each pregnancy, as decided. The Mamata Yojana will directly deposit the aid funds into the recipient’s bank account in two installments. After six months of pregnancy, there will be a first installment of Rs. 6,000 and a second installment of Rs. 4,000 after 10 months. This program has served around 60 lakh expectant and breastfeeding moms since it began. The recipients’ bank accounts have received a transfer of Rs. 2,900 crores from the state government. The CMO advised calling the helpline 181 or getting in touch with the closest Anganwadi Centre for any inquiries or grievances regarding the program.

Coverage of Odisha Mamata Yojana

Odisha Mamata Yojana is operational in all 28 districts of Odisha except Bargarh and Sundargarh. Under this scheme, all those women who have attained at least 19 years of age and are either pregnant or lactating will get the benefit of this scheme. The benefit of this scheme will be provided only for the first two live births. Government / public sector undertaking employees and their wives cannot take the benefit of Odisha Mamta Yojana. The beneficiary is required to report the age, number of live births, and employment status in the prescribed format. If the beneficiary wrongfully claims the benefit amount under this scheme then the amount paid to the beneficiary will be recovered.

Installment under Odisha Mamata Yojana

Under Odisha Mamata Yojana beneficiary will be provided with the financial assistance of Rs 5000. This Financial assistance will be provided in two installments only when the beneficiary fulfills the prescribed condition. The details about both the installment and prescribed conditions are as follows:-

First Installment: Rs 3000 will be provided under the first installment. This assistance will be provided during the third trimester of pregnancy. The beneficiary has to fulfill the below-mentioned five conditions in order to get the benefit amount:-

  • Pregnancy registered with Anganwadi center/Mini Anganwadi center
  • Have to Receive at least two antenatal check-ups
  • Received IFA tablets
  • Have Received at least one TT vaccination
  • Received at least one counselling session at AWC/ village health and nutrition day/ home visit

Second Installment: After 10 months of delivery Rs 2,000 will give to the beneficiaries. In order to get the second installment, the beneficiary has to fulfill the below-mentioned 11 conditions:-

  • Childbirth should register at AWC or HSC
  • Before attaining the age of 1 year the child should have received vitamin A first dose
  • The child should have received rotavirus 1,2 and 3 vaccination
  • Before attaining the age of 1 year the child should have received a measles vaccination
  • The child should have received 1, 2, and 3 polio vaccination
  • The child should have received a BCG vaccination
  • Pentavalent 1, 2, and 3 vaccination should have been received by the child
  • After delivery till 9 months, the mother should have attended at least 6 growth monitoring and IYCF counseling sessions
  • The childhood have been fed age-appropriate complementary feeding and continuing(self-certification)
  • After attaining the age of 6 months the child should have been introduced to complimentary food(self-certification)
  • The child should have been exclusively breastfed for six months(self-certification)

Some Special Conditions Under Odisha Mamata Yojana

  • If the conditions of the first installment are fulfilled by the beneficiary and after that, the beneficiary undergoes a miscarriage then she will be given the amount of the first installment. For this purpose, the beneficiary is required to produce adequate documents
  • The benefit of Odisha Mamata Yojana can be avail a second time if the women already have one child and give birth to twins in the second delivery
  • In the first delivery if the beneficiary gives birth to live twins then she can avail of the benefit of this scheme only once
  • The amount of the second installment will be given to the beneficiary if the beneficiary delivers twins and only one child survives after the 10 months of delivery but the beneficiary is required to fulfill all the conditions that are required for 2nd installment for the living child

Implementation of Odisha Mamata Yojana

  • The responsibility for the implementation of the Odisha Mamata Yojana lies with the collector of the district
  • The collector will be responsible to monitor and implement this scheme closely
  • For this purpose, the collector will be assisted by the district program coordinator
  • For smooth implementation of Odisha Mamta Yojana, the collector is required to hold meetings with the banks of the district and tell the bank to open a zero balance account for all the beneficiaries of Odisha Mamta Yojana and issue them passbook
  • The collector can also hold inter-departmental meetings in order to ensure that all the supplies are available
  • Regular audits can also be initiated by the collector in order to ensure transparency
  • Grievance redressal will also be set up by the district collector at the district level which will include a toll-free number
  • The implementation of this scheme will be reviewed by the collector once every month
  • Collectors can also do field visits in order to access the implementation of this scheme

  • Under Odisha, Mamata Yojana transfer of amount will take place through e transfer

  • The amount of Rs 5000 will transfer into the bank account of the beneficiaries

Incentives Provided To Anganbadi Workers And Anganwadi Helpers

In order to motivate Anganwadi workers and helpers to cover the maximum number of eligible beneficiaries under the Odisha Mamata Yojana cash incentives will offer to them. The Anganwadi worker will receive a cash incentive of Rs 200 per beneficiary and the Anganwadi helper will receive cash incentives of Rs 100 per beneficiary after all the due cash is transferred into the bank account of the beneficiary successfully.

Procedure to Apply for Odisha Mamata Yojana

  • In order to get the benefit of Odisha Mamata Yojana, the beneficiary requires to register at Anganwadi centers and mini Anganwadi centers to which the beneficiary belongs.
  • In order to get the benefit, for all the new cases of pregnancy, the registration should take place within three months of conception at the Anganwadi center.
  • It is mandatory for all Anganwadi workers to see that every pregnant woman belonging to her area should be registered with the Anganwadi center and receive an MCP card.
  • The Anganwadi worker will identify those beneficiaries who are eligible to receive benefits of Odisha Mamta Yojana.
  • All eligible women will ask to open a bank account in a bank that has an NEFT banking facility.
  • The beneficiary has to submit two photocopies of the bank passbook to the Anganwadi worker.
  • After that Anganwadi worker will give two copies of the self-declaration form to the beneficiary.
  • The beneficiary has to fill the self-declaration form and attach two photographs to it along with an undertaking by the husband/ guardian.
  • The beneficiary is also required to submit two photocopies of the Aadhar card and two photocopies of the MCP card.
  • After that, the beneficiary should submit this form to the Anganwadi worker as soon as possible.
  • The Anganwadi worker has to keep one set of documents submitted to her within her center and submit the Other set of documents to the child development project officer.
  • After 4 months of pregnancy, the child development project officer will enter the details online and make registration the beneficiary under Odisha Mamata Yojana.
