About Banishree Scholarship Scheme 2024
In order to promote education among children with special needs(students with disabilities), the Government of Odisha has launched the Banishree scholarship. Through this scholarship scheme, financial incentives will be provided to students so that they can finance their education. The main objective of launching this scholarship scheme is to motivate students to achieve their dreams by fulfilling their educational needs. This scheme came into effect on 1st April 2008. Students pursuing technical, professional, or vocational training can also take benefit of this scheme. Only the residents of Odisha can take benefit from this scholarship scheme.
The family income of the applicant should not be more than Rs 60000 per annum. Through the Banishree scholarship scheme financial incentives from Rs 100 to Rs 250 are provided along with other allowances. The amount of the scholarship will be directly transferred into the bank account of the beneficiary.

The main objective of the Banishree scholarship scheme is to motivate students with special needs to get an Education. Through this scholarship scheme financial assistance is provided to the students along with some special allowances so that the children can pursue their education without thinking about the financial burden. Hike in the Amount of Banishree Scholarship
The Government of Odisha has increased the number of scholarships for differently-abled students under the Banishree Scholarship Scheme. This information has been provided by the social security and Empowerment of persons with Disabilities Minister Ashok Chandra Panda on 21st December 2024. The scholarship amount has been increased by the social security and Empowerment of persons with Disability departments. The increased amount of scholarship would be implemented from 2024-25 and over 23600 students will be benefited. The details of the increased amount are as follows:-

Reader’s Allowance And Transport Allowance Under Banishree Scholarship
The visually challenged students the Government of Odisha provides a reader’s allowance under Banishree Scholarship. For primary classes, the government is going to pay Rs 100 per month. For middle and high school the government is going to pay Rs 150 per month and for other studies, the government is going to pay Rs 200 per month. This assistance will only be provided when the head of the institution certifies that during the period of study the candidate employs a reader. Other than that orthopedically handicapped students who have 75% or above disability will also be paid a monthly allowance of Rs 100 per month as transport allowance because they will require special arrangements for transport.

Some Important Instruction Regarding Banishree Scholarship
- If the student changes the educational institution then he or she will continue to get a scholarship
- If the student wants to file any kind of dispute regarding banishree scholarship then he or she has to file it before the collector
- The decision of the collector will be final in case of disputes
- Under banishree scholarship the guidelines can be amended at any time without any notice by the government in women and child development department
- To apply under this scheme income certificate is not required if the student belongs to the BPL family
- The amount of scholarship will be deposited directly into the bank account of the beneficiary
- If the student is getting the benefit of any similar kind of scholarship from the state or Central Government then he or she cannot avail the benefit of this scheme
Implementation Of Banishree Scholarship
It is the responsibility of the district social welfare officer to get an adequate number of forms printed. He or she will supply these forms to sub collectors, block development officers, heads of schools, colleges, educational institutions, etc. All those students who want to get the benefit of this scheme will collect the application form and fill it. After that, they are required to submit these forms to the head of the institution. The scholarship will be transferred by the block development officer or sub-collector. The head of the educational institution is required to verify the information filled by the candidate with the records available with them. After that, the educational institution will submit these applications to the sub-collector or BDO. The BDO or sub-collector will transfer the scholarship amount into the bank accounts of the beneficiary in two installments.
Sanctioning Authority Of Banishree Scholarship
- It is the responsibility of the concerned block development officer to sanction the scholarship if the school or educational institution up to High School standard is situated in a rural area
- If the school or educational institution is situated in an urban area then it is the responsibility of the sub-collector to sanction with scholarship
- The head of the educational institution is required to verify the application by the records available with them and then recommend for sanction to BDO or sub-collector
- After the receipt of the application, the sub-collector or BDO will sanction the scholarship in respect of municipality or NAC areas or rural areas
- Now sanctioning the scholarship the BDO or sub-collector conveys the requirement of funds to the collector or DSWO by 31st August
- After sanctioning the scholarship amount the BDO/ collector or head of the institution will see if the child is having zero balance account if his or her age is above 18 years and if he or she not having a zero balance account then the joint account will be opened in the name of the candidate and his or her mother or father
- The district social welfare officer will then submit the requirement to the state government by 15 September
- After getting the requirement state government will release the amount of the first allotment to the sub-collector or BDO by the end of September and balance funds in the second allotment by the end of January
Mode Of Payment of Banishree Scholarship
- After the receipt of payment from the state government, the BDO/sub-collector will deposit the amount of scholarship into the bank account of the students
- The benefit amount will be deposited into installment after all the verification regarding attendance from the head of the institution
- After disbursing the scholarship into the students account the BDO/Sub collector will furnish utilization certificate to the district social welfare officer
- The district social welfare officer will submit the utilization certificate to the state government
- The amount of scholarship under this scheme will be paid from the month of admission of the student till the end of the academic year which includes a month of examination
- If the student was absent for 3 months due to some medical reason then the scholarship will be paid in full
Eligibility Criteria Of Banishree Scholarship 2024
- Applicant must be resident of Odisha
- The annual family income of the applicant should not be more than Rs 60000 per annum
- Applicant should be a regular student of a recognized institution
- The applicant should not be receiving any kind of financial assistance/stipend/scholarship from state or central government under any other scheme
- If the student has enrolled for this scholarship and is regularly attending the institution then he or she will continue to get the scholarship irrespective if he or she have passed in a particular year or not

- Income certificate issued by revenue officer (not below the rank of tehsildar or any other officer of equivalent status)
- Marksheet of the last examination passed which should be duly attested by a gazetted officer of the head of the institution
- Those students who belong to below poverty line category need not submit an income certificate
