Eligibility Criteria
- This scheme will be valid only for permanent residents of Uttarakhand
- Under this scheme, enterprising youth above 18 years of age, rural unemployed, and farmers of the state will participate.
- In this scheme, it is proposed to allot only 1 solar power plant to only 1 applicant from 1 family, (taking into consideration only 1 plant of any capacity out of 20/25/50/100/200 KW).
Technical Standards
- All the citizens can set up plants of 20/25/50/100/200 kilowatt capacity will be allotted. For a solar plant of 50 kW capacity, 750-1000 square meters of land will be required, for 100 kW capacity, 1500-2000 square meters of land and for 200 kW, 3000-4000 square meters of land will be required.
- On setting up a plant of 50/100/200 kW capacity, a total expenditure of Rs 25/50/100 lakh is estimated at the rate of Rs 50 thousand per kW. The above per kW rates will also be acceptable for new plants of 20/25 kW.
- Based on the availability of sunlight in the hilly areas of Uttarakhand state, in addition to the earlier provisions of the scheme, a total of 76000 / 152000 / 304000 units per year will be produced from plants of 50/100/200 kW capacity at the rate of about 1520 units per kW throughout the year. Electricity can be produced.
- The electricity produced from the solar power plant to be established under this scheme will be purchased by UPCL at the rates determined by the Honorable Uttarakhand Electricity Regulatory Commission for a period of 25 years, for which UPCL will enter into a power purchase agreement with the concerned beneficiary/allottee.
- The Uttarakhand Electricity Regulatory Committee has fixed the rates at INR 4.64 per unit till 2026.
- Under this scheme, permission will be given to the selected beneficiaries based on the Technical-Feasibility Report (TFR) of UPCL and available land.
- The UPCL authority will purchase all the generated electricity from the particular beneficiary for a period of 25 years.

Loans Under MSSY
- All the beneficiaries who will get selected under this scheme will get alone an 8% interest rate from the Uttarakhand State/District Cooperative Banks on a permissive basis.
- All the beneficiaries who want to set up a solar panel at their own expense or by taking a loan from any nationalized bank or other banks beneficiary will also receive an admisable Grand and subsidy as per the rules prescribed under the MSME scheme.
- The selected beneficiaries will be provided exemption on stamp duty on sale deed/lease deed land conversion as per the provision of MSME policy.
- Seeds and other benefits will be provided to the selected beneficiaries by the relevant department as per the rules for beekeeping and growing local vegetables and herbs on the land where the plant will be established, due to which the concerned beneficiaries will be able to generate electricity from solar energy on their land. Along with production, 2 can develop additional sources of income through horticulture
- The UREDA authority will shortlist the firms for setting up the project for the beneficiaries of the scheme.
Selection Process
- The citizens will be selected on the basis of their clearance of eligibility criteria.
- Only the citizens of the permanent residents of Uttarakhand State will be selected under the scheme.
- If the citizens want to set up a 100 to 200-kilowatt solar panel they must have land of almost 1500-2000 sq. meters.
- The citizens must fill out the application form before the last date to confirm their selection under the scheme.
