Police Clearance Certificate (PCC) for Passport in India – If you are an Indian passport holder applying for residential status, employment, a long-term visa, or immigration, you will need a Police Clearance Certificate, commonly known as PCC. However, if you are travelling abroad on a tourist visa just for holidays, you do not need a Passport PCC.

PCC is an official certificate given to Indian citizens who plan to work, live, or settle in another country. This certificate confirms that you don’t have any criminal records. It’s not issued to tourists travelling on a visitor visa abroad.
There are 17 countries listed under Emigration Check Required (ECR) because of easy immigration and employment rules for foreigners. To protect Indian citizens from fake jobs in these countries, an Emigration Check Not Required (ECNR) status is needed for non-tourist visa travel to these countries.

How to Get Passport PCC from Your Local Police Station
- Visit the police station nearest to your home or the one covering your address.
- Answer all questions asked by the police officer. They will do a background check and ask why you need the PCC.
- Submit all required documents with your signature (self-attested) as listed on the Passport Seva website.
- Pay the fee by cash or cheque.
- The authorities will check the documents and decide whether to issue the PCC.

Common Documents Required for PCC
- Original passport along with a self-attested copy of its first two and last two pages, including pages showing your ECR/ECNR status and any notes.
- If your current address is different from the one in your passport, submit valid proof for the address change.
- If your visa is not in English, provide a copy along with an official English translation.

For Skilled or Semi-skilled Workers
- Self-attested copy of your employment contract with the foreign employer (if hired directly, not through recruiting agents approved by the Protector of Emigrants).
- Valid visa copy (in English or translated).
- Proof of permanent address.
- Old passport and self-attested copies of the last and first two pages including ECR/Non-ECR status pages.
For Unskilled Workers or Women Applicants
- All mandatory documents mentioned above.
- Employment contract certified by the Indian Mission or a Letter of Permission from the Indian Mission/Post.
- Valid visa copy (in English or official translation).
- Old passport and relevant copies as above.
- Proof of permanent address.
For Skilled/Semi-skilled Workers Through Recruiting Agents (RA)
- All mandatory documents plus copies of employment contract, demand letter, and power of attorney certified by the recruiting agent.
- Copy of registration certificate issued by the POE (Protector of Emigrants).
- Proof of permanent address.
- Old passport and self-attested relevant copies.
For Unskilled Workers or Women Through Recruiting Agents
- Mandatory documents plus copies of employment contract, demand letter, and power of attorney certified by the Indian Mission.
- Copy of POE registration certificate.
For Dependent Family Members of Emigrants or Residents in ECR/ECNR Countries
- Mandatory documents plus a sponsorship declaration from the person funding the applicant’s travel.

How to Apply Online for Police Clearance Certificate (PCC) for Passport in 2025
- Go to the Official Passport Seva Portal.
- Click on ‘New User Registration’ and fill in your details to register.
- Log in with your username and password.
- Click on “Apply for Police Clearance Certificate” and complete the form, then submit it.
- Go to ‘View Saved/Submitted Applications’ and select ‘Pay and Schedule Appointment’.
- Make the payment online using credit/debit card, SBI net banking, partner banks, or SBI challan.
- After payment, print the receipt and note your Application Reference Number or Appointment Number.
- Take all required documents with you to your appointment and arrive on time.
