The first phase of this scheme includes 19 blocks in Haryana where groundwater depth is more than 40 meters. Among these, eight blocks have higher paddy planting, like Siwan and Guhla in Kaithal, Ratia in Fatehabad, Shahabad, Ismailabad, Pipli, and Babain in Kurukshetra, as well as Sirsa. The areas using tubewells with more than 50 horsepower are also included. Farmers can switch to crops like maize, pigeon pea, moong, urad, sesame, cotton, and vegetables instead of paddy. Chief Minister Khattar has said that in blocks where water is found deeper than 35 meters, paddy will not be allowed on panchayat land.
