National Food Security Mission 2024

The National Food Security Mission has been launched by the government of India. Through this mission, various steps will be taken in order to improve the annual production of rice, wheat, and pulses. The annual production of rice will be increased by 10 million tonnes, wheat will be increased by 8 million tonnes and pulses will be increased by 2 million tonnes. The government launched this mission in October 2007. The government is going to achieve the objective of this scheme through area expansion and productivity enhancement in a sustainable manner in the identified districts of the country. Other than that measures like restoring soil fertility, improving productivity at the individual farm, enhancing the farm-level economy, etc will also be taken in order to improve production. Special focus will be on the low-productivity areas and high-potential districts

Objective Of National Food Security Mission

The main objective of the National Food Security Mission is to increase the production of rice, wheat, pulses, coarse serials, and Nutri serials through area expansion and productivity enhancement in a sustainable manner. A national food security mission will be implemented in the identified districts of the country. Through this mission, soil fertility will be restored and productivity will be improved at the individual farm level. Other than that, the farm-level economy will also be enhanced in order to restore confidence among the farmers. Through the mission crop productivity enhancement approach will be used.

Strategy Of National Food Security Mission

Through the National Food Security Mission, a special focus will be on the low-productivity and high potential districts which include the cultivation of food grain crops in rain-fed areas. Other than that agro-climatic zone-wise planning will be done and a cluster approach will be adopted for crop productivity enhancement. The special focus will be on pulses production through the utilisation of rice fallow, rice bunds, and intercropping of pulses with coarse cereals, oilseeds, and commercial crops. Very close monitoring of the flow of funds will be ensured so that it can reach the beneficiaries timely.

Structure Of National Food Security Mission

National level

A general council will be constituted under the chairmanship of the Union Minister of agriculture and farmer welfare. This council will be a policy-making body that will provide suitable directives and guidance to the Mission and review the overall progress and development of the scheme. The general council can also amend the operational guidelines from time to time as per the requirement. A committee called the national food security mission executive committee will also be formed under the chairmanship of the secretary, department of agriculture and cooperation, and farmers’ welfare. This committee will oversee the activities of the mission and approve the annual state action plan for food grain crops

State Level

In order to oversee the activities of the mission in the state a state food security mission executive committee will be constituted by the state government. This committee will be constituted under the chairmanship of the chief secretary. This committee will prepare a prospective and annual state action plan in accordance with the mission’s goals and objectives. Other than that this committee will organize baseline surveys and feasibility studies in the areas of operation to determine the status of crop production, expansion, and demand. The approved action plan will also be executed by the State Committee at the state level.

District level

A district-level committee will also be constituted at the district level in order to implement this scheme which will be called the district food security mission executive committee. This committee will be responsible for project formulation, implementation, and monitoring of the scheme’s components through the agricultural department which will include the stakeholders

Project Management Team

A project management team will also be constituted under the mission. This team will guide the states and districts in organization and technical matters. Other than that this team will also help in the implementation and monitoring of various interventions of the mission. The project management team will assist the state and districts in the capacity-building programs and record the data on crop yield.

Criteria For Selection Of District Under National Food Security Mission

  • The district must have an area of more than 50000 ha and yield below state average yield under NFSM rice and NFSM wheat have been selected
  • For coarse serials district covering 70% of the total coarse cereal area of the state has been selected
  • All the districts of 16 states were included earlier under pulses during the 11th five Year plan
  • All district of the northeastern state including Sikkim has also been included
  • This program will be implemented in the LWE district covered under NFSM
  • All the district of the northeastern state except Assam with at least 5000 ha area under rice has been selected
  • Districts with at least 15000 ha area under rice or wheat in hill states of Himachal Pradesh, Jammu Kashmir, and Uttarakhand have been selected

Fund Flow Mechanism Under National Food Security Mission

  • The funds for implementing this scheme will be released to the state government
  • The state government will release the fund to the state-level agency
  • The state-level agency will make the funds available to the district level agency
  • The district-level agency will release the funds to the implementing agency or beneficiary
  • The fund will be released in two installments
  • The first installment will be provided in the month of April to June subject to the approval of the state annual action plan and the terms and conditions stipulated from time to time
  • The second installment will be released in the month of October to December at the request of the State Government and on fulfilling the prescribed condition
  • The state or district level agency would provide the fund to the nodal department for the procurement of required inputs
  • The nodal department will submit the utilisation certificate to the state or district level agency which will be compiled and a consolidated utilisation certificate which will be duly authenticated by the district food security mission executive committee and state food security mission executive committee will be submitted to the ministry
  • The transfer of funds will be done by PFMS or treasury
  • The share of the Central Government will be 60% in the case of general states and 90% in the case of North eastern states and Himalayan hill States
  • A share of 40% will be borne by the central government in case of general States and 10% in case of North eastern or Himalayan hill States

Implementation Of the National Food Security Mission

  • The agency at the district level will be responsible for preparing the annual action plan
  • This action plan will be prepared to keep in view the priority and potential and submit the plan to the state Mission director
  • The state Mission director is required to prepare a state action plan based on the district action plan
  • All the districts will follow the action plan in order to properly implement the scheme

Criteria for Identification Of Areas Of Beneficiaries

  • Total allocation of 16.6% for SCP and 8.6% for TSP for schedule tribes will be earmarked
  • States can also make allocations to ST or SC farmers proportionate to their population in the state or district
  • 33% allocation of funds will be made for small and marginal farmers
  • 30% allocation of funds will be made for women farmers
  • All the farmers can avail the assistance for various components of the mission limited to 5 hectares in a season
  • District level seed committee will also be constituted to verify the list of beneficiary for seeds, its indent, and the ultimate distribution to end-users
  • Zonal Research station and reputed NGOs and another line department will also be involved in planning and execution, demonstration training of farmers, and evaluation
